Peaceful Köln

On our way to Berlin we stayed overnight in Köln which is located just outside Belgium. So in the morning we decided to get up earlier to get a closer looks at this beautiful and peaceful German city.

Really can't understand the meaning of these traffic lights. Why do they have two red lights in one direction?
